The base NWOS is aimed at understanding rural private forest owners. Most of these are families and individuals, but the base NWOS also includes non-profit organizations, smaller corporations, and other rural owners that are not included in the large corporate or Urban NWOS.

The U.S. Forest Service has conducted the base NWOS on a periodic basis since 1993. Beginning in 2019, the NWOS is now conducted on an annual basis. As part of the base NWOS, forestland owners from across the country are contacted and asked about:

  • The forest land they own
  • Their reasons for owning it
  • How they use it
  • If and how they manage it
  • Sources of information about their forests
  • Their concerns and issues related to their forests
  • Their intentions for the future of their forests
  • Their demographics
